Start with the benefit that would change your decision
Use three separate questions: how much eligible expense could be paid, how much would you retain, and when would money arrive? A plan can perform well on one and poorly on another. A payment feature does not erase exclusions; an unlimited ceiling does not make every charge eligible; a routine-care add-on does not replace accident-and-illness protection.

If paying the full hospital bill would be the main obstacle, place a verified clinic-level payment arrangement near the top of the checklist. Trupanion’s VetDirect Pay may be relevant where the hospital participates. This is a conditional fit recommendation, not a claim that the insurer pays at every clinic.
If your main worry is several expensive eligible claims in one year, focus first on the annual maximum and then on exclusions. A limited policy and an unlimited option should not receive the same “coverage” score merely because both advertise accident-and-illness protection. With routine care as the priority, compare the extra annual premium against services you realistically expect to use rather than against a maximum you may never receive.

Two contract cautions that simple rankings miss
Healthy Paws describes possible curable-condition eligibility after 365 continuous days without symptoms or treatment; state terms and noncurable exclusions still control. This is not a promise that chronic or orthopedic history becomes covered after a year.
An old review can be accurate for an older product and wrong for a new enrollment. Compare its publication date with the policy version being offered. If a benefit changed, preserve the old review only as historical context. Do not average incompatible product generations into one numerical score.
